[Matt Newman] wrote [Tcl++] in 1997 (?) as a pure-Tcl re-implementation
of [[incr Tcl]].

It is not being updated.

E. Gkioulekas did a different Tcl++/Tk++ in 1998, which he perhaps renamed
to tclpp.
